In the wake of the COVID-19 pandemic, Marcman Solutions was instrumental in supporting the State of Florida's implementation of the Homeowner Assistance Fund, a critical program aimed at preventing mortgage delinquencies, defaults, and foreclosures for struggling homeowners. Our team was pivotal in program design and plan drafting, ensuring compliance with U.S. Treasury requirements and securing federal approval for adjustments to the state's plan throughout its implementation. We then launched a comprehensive marketing and outreach campaign, engaging with communities across the state to raise awareness of the program and encourage eligible homeowners to apply. We staffed customer assistance centers, providing personalized support to homeowners throughout the application process. Our case management team diligently reviewed applications, determined eligibility, and conducted quality control checks to ensure the efficient distribution of funds. Through our efforts, along with other team partners, over $600 million in federal funds were disbursed to more than 28,000 Florida homeowners, providing crucial financial relief and promoting housing stability in the state.

Marcman Solutions successfully supported the management of the Emergency Rental Assistance program for the State of Alabama, another critical initiative to prevent evictions and promote housing stability during the pandemic. Our team provided comprehensive case management services, including eligibility determinations, application processing, and approval of payment disbursements. We also implemented robust quality assurance and control measures to ensure program integrity and compliance with federal guidelines. Our efforts helped thousands of Alabama residents remain in their homes during a time of unprecedented economic hardship.
The FSHCC (Florida State Hispanic Chamber of Commerce) is a statewide non-profit organization that promotes the economic growth and development of Hispanic entrepreneurs across the State of Florida. The FSHCC engaged Marcman Solutions as a program partner and manager to enhance and expand its "Capital Access" program that historically supported thousands of small businesses by connecting them with lenders. Marcman Solutions designed and developed a program to add technical assistance for small businesses, including business skills workshops (e.g., marketing, legal/compliance, and human resources), one-on-one mentoring, industry-specific training, expanded capital access resources, and business networking. The program was designed to be consistent with the requirements of the U.S. Small Business Administration's PRIME 24 grant guidelines. The program focuses on serving the needs of disadvantaged entrepreneurs, as specified by SBA guidelines.

Marcman Solutions supports a program for the validation of documentation for disaster recovery efforts. FDEM is the recipient of federal funds administered by FEMA. FDEM acts as the pass-through entity to help administer federal funding to Public Assistance applicants. Marcman Solutions is responsible for verification of costs incurred by applicants and that the requests for reimbursement are adequately supported and documented in accordance with rules that were appropriately supported and documented, and in accordance with regulations as outlined within Florida Statutes and 44 CFR and 2 CFR under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
