Jeff’s career in public service was sparked after joining the team of then-Erie County Clerk Kathy Hochul as an intern in 2009. This initial collaboration sparked a mentorship and professional partnership that would span over a decade. When Hochul successfully ran for Congress in a 2011 special election, Jeff played a key role in building her campaign finance operation, demonstrating his early aptitude for political strategy and fundraising. Following her victory, he joined her congressional staff in Washington, D.C., managing legislative and constituent correspondence and deepening his understanding of federal-state dynamics.

Jeff’s professional journey has always been guided by his passion for making a tangible difference in the lives of New Yorkers. Early in his career, Jeff gained hands-on experience as a staffer in the U.S. House of Representatives and quickly honed his skills in constituent engagement and legislative strategy. This role ignited his commitment to public service and set the stage for his subsequent contributions to some of New York’s most influential political campaigns and administrations.

After working for then-Congresswoman Kathy Hochul, Jeff transitioned to significant roles in political finance and campaign management, including the Democratic Congressional Campaign Committee and Finance Director for Recchia for Congress (NY-11), a nationally recognized swing-seat congressional campaign.

Jeff’s political campaign work ultimately brought him back to New York City, and from then on, as Kathy Hochul’s career continued to ascend—to Lieutenant Governor of New York in 2014 and later to Governor in 2021—Jeff’s responsibilities grew in tandem. He served as Director of External Affairs and then Chief of Staff to Lieutenant Governor Hochul, overseeing operations and forging critical relationships with stakeholders across the state. When Hochul assumed the governorship, Jeff stepped into the role of Chief of Staff to the Governor, a position he held with distinction. In this capacity, he managed the executive operations of one of the nation’s largest state governments, with a budget exceeding $200 billion and a workforce of hundreds of thousands. His leadership ensured seamless coordination across agencies, delivering results on Governor Hochul’s ambitious agenda—from accelerating emergency rental assistance for struggling tenants to boosting New York’s vaccination rates during a critical period.

Beyond his operational expertise, Jeff has been a driving force in electoral politics. As a Senior Advisor to Governor Hochul’s campaign and the New York State Democratic Party, he played an instrumental role in her historic election as the state’s first female governor. His strategic acumen and ability to navigate complex political landscapes have earned him a reputation as a steady hand in high-stakes environments.
